Rules for entering Ukraine during quarantine

Very often, our foreign clients ask us “How to enter Ukraine during quarantine?”, “What are the rules for crossing the Ukrainian border by foreigners during quarantine?” or “What are the restrictions for entering Ukraine during quarantine?”

We decided to devote a separate article to these issues, which we will update and keep up to date. Moreover, our lawyers constantly monitor all legal requirements that are established by the government of Ukraine for crossing the border by foreign citizens.

In order to enter Ukraine, a foreigner must have saddle documents.

1. Confirming full vaccination against COVID-19 or passing a virus test before entering Ukraine.

Thus, in order to cross the border of Ukraine, the following document (any of the following) must be provided:

а. Negative rapid test for SARS-CoV-2 coronavirus antigen.

  • the test must be made no later than 72 hours before crossing the border of Ukraine.
  • any types of research are suitable (immunochromatographic testing, immunochromatography assay, ICA, Lateral flow assay, LFT, rapid antigen test).
  • can be in paper or electronic form.

b. Negative PCR test for COVID-19.

  • the test must be made no later than 72 hours before crossing the border of Ukraine.
  • research by the method of polymerase chain reaction (PCR).
  • can be in paper or electronic form.

d. Documents on the full course of vaccination against COVID-19.

  • Vaccination must be carried out with vaccines approved in Ukraine.

Important! These are the following vaccines:

  1. BNT162b2 / COMIRNATY Tozinameran (INN) manufactured by Pfizer / BioNTech (in Ukraine the name KOMIRNATI is used);
  2. AZD1222 manufactured by AstraZeneca / Oxford (in Ukraine the name ASTRAZENEKA is used);
  3. Covishield (ChAdOx1_nCoV-19) manufactured by Serum Institute of India Oxford (in Ukraine the name COVISHELD is used);
  4. Ad26.COV2.S by Janssen;
  5. mRNA-1273 from Moderna;
  6. SARS-CoV-2 Vaccine (Vero Cell), Inactivated (lnCoV) from Sinopharm / BIBP;
  7. SARS-CoV-2 Vaccine (Vero Cell), Inactivated by Sinovac (in Ukraine the name CORONAVAC is used).
  • The vaccination document can be in paper or electronic form.

Note! Any option from the above is suitable for crossing the border. Those. if a foreigner has a full vaccination document, he does not need to do an express or PCR test. Conversely, if a foreigner has a negative rapid test for COVID-19, this is enough to enter Ukraine (it is NOT NECESSARY to provide a vaccination document).

2. Insurance (policy, certificate, certificate) from COVID-19.

  • insurance must cover the costs of treating the virus.
  • insurance must be issued by an insurance company registered in Ukraine.
  • the duration of the insurance must cover the entire period of stay of a foreigner in Ukraine.

Who are not subject to these requirements:

  • on the citizens of Ukraine.
  • for foreigners who have a permanent residence permit in Ukraine.
  • for children under 12 years old.

Special requirements.

From July 2, 2021, citizens of Russia, India, Portugal and Great Britain must, in addition to meeting the above requirements, additionally pass a test at the border.
